Police arrested Mark A. Hannan, 39, of Valdosta at 2:48 p.m. in the 800 block of South Toombs Street on four counts each of city ordinance violation and city ordinance violation rabies tag, according to reports. He was charged with inhumane treatment to animals after four of his dogs were found to be in need of food, water, adequate shelter and medical treatment, and were all lacking rabies tags, police reports said.
