James Edward Carter Sr.

ALBANY — Mr. James Edward Carter, Sr., 49, of Albany, died on April 22, 2002, at St. Joseph Hospital in Atlanta. He was born on May 28, 1952, in Lowndes County to The Rev. Don Carter, Sr. and Arletha Williams Carter. Mr. Carter was city manager of Midway, Fla. when Dougherty County hired him. Before that, he served as city manager of Gretna, Fla. and county administrator of Gadsen County in Fla. He also held positions as assistant city manager in East Lansing, Mich. and Spartanburg, S.C. He received executive training certification from the LBJ School of Public Policy at the University of Texas, the Wharton School of Business at the University of Pennsylvania and the JFK School of Government at Harvard University. A native of Lowndes County, Carter graduated form Lowndes High school and Valdosta State University with a Bachelor’s Degree in Criminal Justice. He earned a Master’s Degree in City Management from East Tennessee State University in 1990. He served in the United States Air Force and was a member of Friendship Memorial Church of Albany. He is survived by his wife, Yolanda Carter; five daughters and sons-in-law, Yolonda Smith (Phil) of Valdosta, Jacqueline M. Carter, Kaishara K.D. Carter, Janice N. Carter, Candace M. Jones, all of Albany; one God daughter, Lashonda Myers of Atlanta; two sons and daughters-in-law, Anthony Keith Carter (fiancee Octavia Bodrick) and James Carter, Jr., all of Albany; parents, The Rev. Don and Arletha Carter of Naylor; one sister and brother-in-law, Doris Benjamin (Bobby) of Tampa, Fla.; five brothers and sisters-in-law, Ronald Carter (Linda) of Sycamore, Ill., Don Carter, Jr. (Mable) of Huntsville, Ala., Terry Carter (Minnie) of Naylor, Gary Carter (Lorraine) of Abilene, Texas, James Lawrence (S’Donna) of Athens; six grandchildren, Alex and Jordan Smith of Valdosta, Quincy Moore, Kianna Moore, Jada Carter and Kimberli Carter, all of Albany; father and mother-in-law, Irvin and Florida Cunning of Pine Bluff, Ark.; four brothers-in-law, Fred Newton of Little Rock, Ark., Wilbur Newton of Orlando, Fla., Samuel Newton (Jennifer) of England, Ark., Dosy Newton of Searcy, Ark.; three sisters-in-law, Lethia Newton, Florida Newton and Debra Herd (Marcus, all of Pine Bluff, Ark.; three aunts, Joisey Bell Robinson (Mike) of Naylor, Vernell Carter of St. Petersburg, Fla., Earnestine Carter of Tampa, Fla.; six uncles, Nathaniel Williams (Sadie), Wesley Williams, all of Jacksonville, Fla., Earnest Carter (Elizabeth), Morris Lane (Altamese) the Rev. C.D. Wright, all of Valdosta, William Carter (Mary Alice) of Naylor; six great- uncles; six great- aunts; one great- great- aunt; and special family friends, Merrill and Ouanda Baker of Albany. Funeral service will be held at 11 a.m. Saturday at Greater Union Ministries Church, Valdosta with Bishop Wade S. McCrae pastor and Pastor Richard J. Pouge officiating. Harvey Griffin Mathis

CLEVELAND, Ga. — Mr. Harvey Griffin Mathis, 80, of Cleveland, formerly of Perry, died April 24, 2002, at the Wellstar Community Hospice Center in Austell. Born in Lowndes County on March 19, 1922, he was the son of Henry Gordon and Islia O’Neal Mathis. He graduated from Pine Grove School in Bemiss, attended Abraham Baldwin Agricultural College in Tifton and was a 1953 Law School graduate of Mercer University, Macon. He entered the U.S. Army Air Force in 1942 and served until 1946. After his discharge, Mr. Mathis was a civil servant from 1949 at Robins Air Force Base until his retirement in 1979. While residing in Perry, he was a member of Andrew Chapel Methodist Church. After retirement, he moved to Cleveland, where he attended First Methodist Church. Mr. Mathis was the beloved “Daddy” of Mary M. Panarelli of Clayton, Ann M. Barber of Valdosta, Charles G. Mathis of Hiram, P. Jenice Mathis of Perry, Linda F. Ellis of Monticello, Fla., and William P. (Bill) Mathis of Warner Robins. His other survivors include his son-in-law, John Panarelli





and Andy Ellis; his daughter-in-law, Dawn Mathis; 12 grandchildren; four great- grandchildren; and his sister, Evelyn Mathis Borelli of Fair Lawn, N. J. Funeral services will be held at 2 p.m. Saturday at Carson McLane Funeral Home Chapel. Pastor Randy Stephen and the Rev. Paul Swofford officiating. The family will receive friends at 1 p.m. at the funeral home. Burial will be held in Cat Creek Primitive Baptist Church Cemetery. Victoria Renee Monroe

VALDOSTA — Victoria Renee Monroe, 19, of Valdosta died Sunday, April 21, 2002. She was born on Aug. 9, 1982 in Valdosta to Leroy Foster, Jr. and Sharon Monroe. She was a 2001 graduate from Valdosta High School. She attended Universal Deliverance Church. She was preceded in death by her grandmother, Aretha Miller Monroe. She leaves to cherish her memories, her loving and devoted mother, Sharon Monroe (Roma Hampton); father, Leroy (Retha) Foster, Jr. of Palatka, Fla.; two brothers, Leroy Foster III, and Marcus Monroe; two sisters, Dwana Miller and Erica Monroe both of Valdosta; one loving niece, Ayonne Williams; eight uncles, Clarence (Betty) Miller, Rodney (Carol) Monroe, Rayford Jr. Monroe (Helane Edwards), Johnny Monroe, Anthony Wright, Martini (Patricia) Foster, Christopher Foster and Willie (Mary Ann) Baker, all of Valdosta; eight aunts, Vickie Berrian, Edwina (William) Braswell, Francis Monroe (Derrick Thomas), Helen (Richard) Daniels, Linda (David) Hart, Yvette Foster Latonya Foster, all of Valdosta and Yolanda (Mike) Moore of Montgomery, Ala.; grandparents, Rayford (Odella) Monroe, Lakeland, Leroy (Carolyn) Foster, Sr. of Detroit, Mich. and Eloise Foster of Valdosta; one special cousin, Tangelia Monroe of Aviana, Italy; 12 great aunts; 11 great- uncles; three special friends, Kee-Kee Greene, Kimberly Brown and Verundia Williams; and a host of loving family and friends. Thomas “Tommy” Daniel O’Brien

LAKELAND — Thomas “Tommy” Daniel O’Brien, 73, of Lakeland, passed away in the family home on Tuesday, April 23, 2002, after a hard-fought battle with cancer. He was born on May 7, 1929, in Lakeland where he lived most of his life. He took pride in farming the land he and his wife had lived on since they were a young couple. His favorite pastimes were fishing with his wife and sharing stories with his family and friends. Tommy has a kind heart, loved his family and will be dearly missed by all. You will forever be in our hearts. We love you. He is survived by his wife of 52 years, Katie O’Brien of Lakeland; son, Larry O’Brien , Lakeland; three daughters and sons-in-law, Charlotte O’Brien, Lakeland, De’Ette and Jeff Straley, Tallahassee, Fla., Angela and Leonard Ruff, Seattle, Wash.; four grandchildren, Zachery, Adrian, Rachel and Evan; two brothers and sisters-in-law, Frank and Alene O’Brien of St. Simons, Charles and Willene O’Brien of Macon; and a number of nieces and nephews. Visitation will begin after 1 p.m. today with the family receiving friends from 7-9 p.m. this evening. Christina Broughton Smith

VALDOSTA — Mrs. Christina Broughton Smith, 80, of Valdosta died Monday, April 22, 2002, at the South Georgia Medical Center. She was born on June 15, 1921, in Jacksonville, Fla. to the late Charlie and Mrs. Clifford Broughton. She was a retired housekeeper. Mrs. Smith was preceded in death by her parents, her husband, Mr. Henry Smith, Jr., two daughters, Betty Jean Broughton Brinson and Jeanette Broughton Thomas and five brothers. She is surviv

ed by two devoted granddaughters, Ms. Chiffon Browne and Ms. Barbara Copeland, both of Valdosta; three other grandchildren, Earl Thomas (Paula), Velma McClain and Loretta Battle, all of Valdosta; two cousins, Mamie Lawson of Valdosta and Daisy Cox of Jacksonville, Fla.; a devoted loving caretaker, Mrs. Carolyn Ryan of Valdosta; nine great- grandchildren; a host of great- great- grandchildren, nieces and other relatives and friends. Funeral service will be held at 1 p.m. Sunday at St. Phillip AME Church. The Rev. Theodore Hunter, pastor will officiate. Burial will follow in the Redland Cemetery. Joseph Foster Sr., 69, of Naylor passed this life on April 21, 2002, at the South Georgia Medical Center. Funeral services will be held at 3 p.m. Saturday at the New Hopewell Baptist Church and the Rev. Johnny Brown will officiate. Ms. Minnie M. Stewart, 59, of Quitman passed away Sunday, April 21, 2002, at the Brooks County Hospital. Funeral services will be held at 3 p.m. Sunday at Graham Chapel CME Church with the Rev. Gus Oglesby, pastor officiating. Burial will follow in North End Cemetery.
