CONSENT:
1. Approve payment of invoices.
2. Approve payment of Invoice No. 9, in the amount of $75,280.34, to The Scruggs Company for the reconstruction of C.R. 249.
3. Approval to surplus 1981 Ford F250, VIN# 1FTGX26G3BKA16940 from the Maintenance Department, and dispose through Sheriff’s Auction.
4. Approval to surplus 1996 Jeep Cherokee, VIN# 1J4FT68S6TL179524 from the Administrative Services Department, and dispose through Sheriff’s Auction.
5. Approval of destruction of County records from Emergency Management, as required in Section 28.31, Florida Statutes, that have met their retention period.
6. Approval to hold a workshop on Tuesday, December 15, 2009 at 2:00 P.M. for oral presentations of qualifications by top ranked responders for Grant Writing Services.
TIME SPECIFIC ITEMS:
7. At 9:00 A.M., or as soon thereafter as the matter can be heard, discuss, with possible Board action, space needs and meeting location for Civil Air Patrol. (Grant Meadows, Civil Air Patrol)
8. At 7:00 P.M., or as soon thereafter as the matter can be heard, hold a public hearing, to consider adoption of an ordinance, pursuant to Application CPA 09-4 by Florida Power Corporation d.b.a. Progress Energy Florida, amending Policy I.2.2 of the Future Land Use Element of the Comprehensive Plan to add public and publicly regulated utilities including electric generating facilities and related facilities authorized and regulated by state or national public utility commissions, existing as of September 1, 2009 and expansion of the scope and the area of such existing facilities as a use that may be approved by special permit within the Agriculture land use classification, and by adding Objective I.14 and Policy I.14.1 to the objectives and policies for both urban development areas and rural areas to allow electrical substations by special permit in all land use categories except Environmentally Sensitive and Conservation land use categories provided any such structure shall not be located within 300 feet of any single or multiple-family residence, group living facility, school, or hospital. 9. At 7:00 P.M., or as soon thereafter as the matter can be heard, hold a public hearing, to consider adoption of an ordinance amending the Five-Year Schedule of the Capital Improvements Element of the Comprehensive Plan to add a Florida Department of Transportation funded road construction project. 10. At 7:00 P.M., or as soon thereafter as the matter can be heard, hold a public hearing, to consider adoption of an ordinance amending the Future Traffic Circulation Map 2021 of the Comprehensive Plan by adding N.E. Perimeter Road from U.S. Highway 90 to U.S. Highway 129, as a two-lane minor collector. (Application No. CPA 09-3) (Ronald Meeks, Planning and Zoning Director)
11. At 7:00 P.M., or as soon thereafter as the matter can be heard, hold a public hearing, to consider adoption of an ordinance changing the Future Land Use Classification from Agriculture-1 to Public on certain lands within the unincorporated area of Suwannee County. 12. At 7:00 P.M., or as soon thereafter as the matter can be heard, hold a public hearing, to consider adoption of an ordinance amending Section 5.16.6 of Suwannee County Land Development Regulations (LDR) allowing the Board of County Commissioners to grant an additional twelve (12) month extension of preliminary plat approvals for the total extensions not to exceed twenty-four (24) months.
