1830 Map of Georgia outlining Lowndes County. Franklinville, located near the Withlacoochee River, was established in 1828 as Lowndes County’s first county seat. According to the U.S. Federal Census, the population was 2,455: 2,166 white settlers, 335 enslaved African Americans, and four people of color.
